Felda and Terengganu Government Reach Agreement to Regularise Plantation Land Ownership Across Six Districts
The Federal Land Development Authority (Felda) has formalised a settlement agreement with the Terengganu state government aimed at clarifying and streamlining land ownership status involving several commercial plantation areas across the state.
In an official statement, Felda confirmed that the agreement covers plantation land located within six districts — Besut, Setiu, Dungun, Hulu Terengganu, Marang and Kemaman. The move is viewed as a continuation of collaborative efforts between both parties that date back to 1969 under earlier land development arrangements governed by national settlement legislation.
The agency noted that resolving longstanding land tenure issues is expected to generate economic value while supporting the broader socio-economic development of Felda settlers and communities. It also acknowledged the federal government’s role in facilitating negotiations, alongside the cooperation extended by the Terengganu state administration and other stakeholders involved in finalising the terms.
The settlement follows previous enforcement notices issued by the state government involving 10 plantation sites spanning approximately 15,000 hectares. Authorities had raised concerns that certain areas had been developed without the payment of land premiums, taxes or agreed profit-sharing arrangements over several decades. These notices were delivered simultaneously to plantation operators across the affected districts.
Subsequently, the state government granted an extension to the remedial period after positive progress was achieved during negotiations. As part of the newly agreed framework, Felda is expected to submit formal applications for land alienation within a stipulated timeline. Upon review and approval by the relevant state authorities, land titles will be issued subject to payment of premiums and ongoing quit rent obligations in accordance with existing land laws and state regulations.
State officials have indicated that the Terengganu government will continue to provide full cooperation to ensure a smooth processing of title issuance for all affected land parcels. The Menteri Besar also expressed confidence that the agreement would help resolve outstanding disputes and bring long-term clarity to plantation land administration matters.
From a wider property market perspective, structured land ownership frameworks remain a critical factor in supporting investment confidence and development planning across Malaysia. While this particular case involves plantation land in Terengganu, similar regulatory clarity is equally important in high-growth urban regions such as Klang Valley.
In these mature markets, clear land status and infrastructure readiness continue to drive demand for industrial land in Selangor, purpose-built factory in Puchong, and strategically located industrial property in Subang area. At the same time, corporate expansion and urbanisation trends are sustaining interest in commercial property in KL as well as integrated office space in Bukit Jalil, where businesses increasingly prioritise connectivity and long-term operational certainty.
