Johor Urges Immediate Release of JS-SEZ Master Plan to Sustain Investment Momentum
KUALA LUMPUR (July 2): The Johor state government has called on the federal government to immediately release the long-awaited Johor-Singapore Special Economic Zone (JS-SEZ) master plan, warning that further delays could weaken investor confidence and slow economic momentum in the state.
Johor Menteri Besar Onn Hafiz Ghazi said in a Facebook post that the master plan was initially expected by end-2025, later postponed to March 30, 2026, but has since been delayed again.
He stressed that the document should not be further deferred until the Malaysia-Singapore leaders’ retreat at the end of the year, arguing that the plan does not require further approval from Singapore as inputs from both Malaysian and Singaporean agencies have already been incorporated.
According to Onn Hafiz, the immediate release of the master plan is crucial to provide investors with clarity on key elements such as targeted sectors, investment zones, incentive structures, infrastructure planning, talent development and inter-agency coordination.
He said additional delays should be avoided as they may affect investor confidence in Johor’s development trajectory.
His remarks came shortly after Economy Minister Akmal Nasrullah Mohd Nasir stated that the JS-SEZ master plan, which has already been completed and approved by the Cabinet, will only be officially launched after the upcoming state elections.
The launch is expected to be jointly officiated by Prime Minister Anwar Ibrahim and Singapore Prime Minister Lawrence Wong, with a revised target in the fourth quarter of the year.
Although the official launch has been delayed, the government said implementation of the JS-SEZ is already underway. The economic zone, formalised in January 2025, aims to transform Johor and Singapore into a major cross-border economic hub covering Johor Bahru, Iskandar Puteri, Pasir Gudang, Sedenak and Desaru.
Key focus sectors include manufacturing, logistics, digital industries, energy and talent development, positioning the region as a competitive integrated investment zone.
Johor is also approaching its state election, with voters set to cast ballots on July 11, 2026, for all 56 state seats.
The incumbent coalition Barisan Nasional is contesting all seats alongside Pakatan Harapan, while Perikatan Nasional is contesting 33 seats, Bersatu-based Bersama is contesting 15 seats and MUDA is contesting four seats.

This situation highlights how major economic development plans often depend not only on policy design but also on timing, political coordination and investor confidence. Even when a master plan is already completed and approved, delays in public announcement can create uncertainty in the market and affect how investors plan long-term commitments.
It also shows the importance of cross-border economic zones like the JS-SEZ, which are designed to integrate regions across national boundaries to strengthen competitiveness in manufacturing, logistics and digital industries. However, such large-scale initiatives require strong coordination between multiple governments, agencies and political stakeholders, making timing and communication critical to their success.
