Economy Ministry Says Johor-Singapore SEZ Master Plan Still on Track Despite Calls for Immediate Release

The Economy Ministry has defended the progress of the Johor-Singapore Special Economic Zone (JS-SEZ) master plan, stating that the initiative remains on schedule and is being carefully coordinated despite growing calls from the Johor state government for its immediate publication.


In a statement issued on July 2, the ministry explained that the master plan is currently being finalised to ensure policy alignment, implementation readiness and effective cooperation between Malaysia and Singapore. It stressed that the JS-SEZ has not been delayed, even though its official launch has yet to take place.


The clarification came after Johor Menteri Besar Datuk Onn Hafiz Ghazi urged the federal government to release the master plan without further postponement. He argued that repeated delays could undermine investor confidence and said businesses need greater clarity on investment opportunities, incentives and long-term development plans. Onn Hafiz also maintained that the document no longer requires Singapore's approval, as both countries have already contributed their input.


Responding to the concerns, the ministry highlighted that implementation of the JS-SEZ is already underway. Ongoing initiatives include investment facilitation, infrastructure development, talent enhancement programmes and improvements to cross-border connectivity.


Economy Minister Akmal Nasrullah Mohd Nasir said the JS-SEZ secured RM76.98 billion in approved investments during 2025, followed by RM5.49 billion in the first quarter of 2026. In addition, RM74.12 billion worth of potential investments were identified between January and May 2026, reflecting continued investor interest in the economic zone.


The ministry added that international investment engagements, supply chain development programmes and preparations for the Johor-Singapore Rapid Transit System (RTS) are progressing as planned, demonstrating that the JS-SEZ agenda continues to move forward despite the absence of an official master plan launch.


The Johor-Singapore Special Economic Zone, formalised in January 2025, is designed to strengthen cross-border economic integration by covering strategic locations including Johor Bahru, Iskandar Puteri, Pasir Gudang, Sedenak and Desaru.


Johor is scheduled to hold its state election on July 11, 2026, with all 56 state seats being contested. The ruling Barisan Nasional coalition will face Pakatan Harapan in every constituency.

The strong pipeline of approved and potential investments indicates that investor interest in the JS-SEZ remains resilient despite the delay in the plan's formal launch.
